It depends on the budget only. If a manager has a budget for relocation package, then you are good to go. On our internal job finder it is visible for each position.

Yes. Generally they will handle all this for you. The only limitations are the role and the educational and professional background since all the immigration laws are different, but all the locations you mentioned are probably pretty easy for sponsorship in strategic roles.
