Is IBM GBS in hiring freeze?
have an offer pending with a different company but my top pick is IBM and partner has already verbally said he wants to give me an offer. The recruiter partner said it has to pass couple of boards at IBM to extend.

IBM GBS is not a fun place. Additionally likely won't provide you with any skills benefit by working there. You'd be bette off taking an internship at google.

If you're willing to wait out the hiring process, you're probably no worse off by taking it. At least its on ypur resume.
Do yourself a favor and stay away from IBM. Working for last 18 months and manager don't even dare to talk about increment. Last time I asked in June and she said she would get back to me by end of June no word from her whatsoever. I am ready to leave this company man.
Don't do it. The offer will be comically low and they will work you into the ground. IBM is a last resort
