For various reasons a new bad manager is scared and/or jealous and secretly wishes me gone but I’m too strong to make it easy for him without consequences. However he is playing passive aggressively. It’d be easy for me to just leave the company but don’t want to have him have his day easily. How can you deal with this or at least make him do the hard work to fire you and suffer organizational damage internally or tell you explicitly to go away?
If you both don’t align better just move to other teams. It’s most common issue. Don’t waste your time dealing with a jackass

A bad manager can make someone's life a living hell. The bad news is that there are a lot of them out there. The good news is that you can develop thicker skin to deal with these narcissistic, sociopathic so-called 'people managers'.
Why not switch teams? 99 times out of 100, company sides with manager, in most companies. Can’t fight City Hall. Totally not worth the effort or drama. Other than that, document document document all of your interactions w said individual, seek expert advice from trustworthy people.
This happens in all companies. The best way I've seen this being handled is to move teams. Discuss with the manager that it is evident that both of you do not get along. Will be easier for him to give you a reasonable review and let you switch teams.
Could go to an employment lawyer “hostile work environment”.
Well, working at Google is an endgame for a lot of people. Most actually want to be there. Not like he can just quit Domino’s and go work for Papa John’s. It sends the wrong message when you cut your own career short and let the toxic boss win. If this was some shitty call center job I’d say yeah, walk out mid shift and slash your boss’s tires. If he wants to stay at Google, no harm in making it exceptionally uncomfortable for his new boss to manage him out.

If I were you, I shall switch team before it becomes worse. You never know you might need to work with him again in future as a peer or reportee.
