Microsoft offer pending getting a team

My SO (4 yoe) recently had an interview with Microsoft about 2 weeks ago and she thinks she did so-so. Last week the recruiter reached out to her and said that there has been a delay because they are currently trying to match her with a team/decide what level to place her in. The recruiter also mentioned something about June being the end of the fiscal year so budgeting is tough to gauge. Does anyone have any experience with this? Is this just some sort of stretched out rejection waiting to happen?
