Are you sure? I am seeing Oracle America Inc and there are some denials.
One thing that I have noticed is that Oracle has very strict template for things like job description / requirements. That may be a factor.

B.S. my colleague got his H1b denied . He completed masters and in C.S. no reason to deny.
I guess USCIS is just worried about getting sued by a team of top notch Oracle lawyers.
Immigration / visa is handled by third party law firm. Oracle certainly has top-notch lawyers in-house, but they don't get involved at the level of individual H1B application.
Even though the h1b application is handled by bal global.. Oracle in-house attorneys needs to review and sign the documents before h1b filing.
