Oracle’s new strategy has segmented on-premise, hardware and cloud teams to compete against each other. Then you have many saying openly in public: “Big changes at Oracle no more pressure to go to the cloud. Go if you want to and you are ready. Good to see us put customers before our Board” — have they failed at cloud?

Cloud needs SCALE to survive and profit, which is why AWS has been successful (and Azure has been spending billions on expansion too). To support the scale day and night even when real external customer demand is low, you need highly profitable internal workload running on your own Cloud infra - Amazon websites, Microsoft office, Google search etc. What is the scale of OCI? And what’s the workload to sustain its growth?
