I doubt it. You actually have to be working to qualify for any benefits. But ask your recruiter.

Not in the us. However when you interview after you get the offer, you can ask for the benefit as a condition of the offer. Depending on how long they have been hunting for a candidate & how much headcount they have open....you might get it

Google parental benefits start day 1 but I tried to include that when negotiating and they said no, but helpfully added that you could go negative on vacation if necessary. Better to move your start date if you need the time.
Better to keep the start date and take unpaid leave, so the stocks still vest $$$
