I am not a recruiter, but I know one who is working at an agency and makes almost all of his money on commissions. He mentioned that he likes it cause he makes a lot more than in-house. He seemed to think that recruiters at tech companies just got salary that was fairly low and low RSUs. So, how do internal recruiters do in tech?
I have no idea about their salaries. But, I want to state my opinion here. There are good and bad recruiters same as other professions. I generally have positive experiences with recruiters so far. Be nice to them and they will be nice to you. They are humans too.

IBM recruiters make from high 50s to low 70s. Most recruiting jobs (including first level management) won't make more than mid 80s. Commission only recruiting jobs have the elusive idea of +100k but that's like winning the lottery.
