I interviewed with Google 3 weeks ago and they moved to team matching 2 weeks ago. I have 2.5 yoe, so I am expecting offer for L3. She asked me comp expectations. I am planning to say 135k base pay (I assume they will negotiate and I will land lower around 108-120k), does that sounds good or too much? Should I mention TC expectations or should I ask for standard offer?

There's no point in giving them numbers first unless you have other offers to compare to.
Suggest that you ask for "appropriate compensation for the role based on market and Google's value for you in the role". Once you have their initial offer then you can share your expectations
Base pay expectations in the absence of TC expectations wouldn't mean anything to me personally (but obv that is in my personal capacity). I've also never personally given anyone a breakdown of my expectations instead going for TC only so now you know that's my personal style.
My thoughts were to give a base pay expectation figure and make them offer stocks and other bonuses figures and negotiate on that. As there is less flexibility in base than stocks, and bonus is standard 15% (performance based).
With 2.5 yoe you should be shooting for 220 tc or max for l3

Max is supposedly ~270 + signing
Shoot for L4, give additional rounds if you have to!
I have some other hard time constraints, so I want to make a move ASAP. I don't know for sure that I getting considered for L3.
Is there any risk involved in doing that? Though I think I did well in my interviews, I am not sure how my package looks like and 1.5 yoe out of my total won't be relevant to most (I am pretty sure all) positions at google.
So are you sure you are getting hired at L3? If you passed HC you should have that info. There is no risk of asking a realistic package. There might be a risk if you ask for a 1M TC.
Honestly just tell them ~400k TC or bust
