Very unlikely as merit based immigration would be a disaster as you know, america relies heavily on diverse immigrants. I'm pro immigration just to be clear but american politicians prioritize the economy over everything else.
We already have a merit based immigration system. Thats why there are categories like EB1 and EB2. The only problem is that the per-country limits skew the system.
Tim Cook said nothing about s386. He employs a lot of immigrants and would be very unlikley to support s386 as a result. Don't conflate the need for reform with a specific bill, you are setting yourself up for disappointment.

The act includes several pieces include the other big one you like hr1044 and all sorts of things like startup exceptions etc. Again immigration reform is needed and I personally welcome it for all but you cannot think Tim is purposely supporting a single a bill that would alienate a large portion of his staff? The unfairness S386 act does not allow more immigrants to come and build America it only lets Indian immigrants push out other 150 kinds of immigrants via higher desperation, much lower standard for acceptable waiting time and sheer numbers. Last couple of years FAANG including Apple have stopped hiring new people into US via H1B because of what India did to it, all of their H1B filings are for existing Indian employees. Apple is building a large development center in Vancouver, Canada precisely because of that. If that bill passes then Apple’s ability to hire into Canada then transfer into US via L1 will also be gone. Tim Cook is an idiot showing support to something out of emotion without doing a thorough research on it.
