Hi I would love to have a career in programming, I only know basic languages like JavaScript and CSS. How can I get to the point where I can boldly apply for a job in that career field and how can I prove my merit without having a degree. I am currently just a TAC technician which is not what I want to do at all.

Every particular requires a specific set of skills. I believe today you don’t need to be have a computer science degree to have a career in tech. You can just pick some modern frameworks and languages and excel in those. Try to look for jobs and see what skills are in demand. Learn those and the right company should hire you for the right role.
I was in the same predicament you were in. I applied to a company called Revature (look them up). They train you in a specific track, for example mine was full stack Java developer. The training is difficult as you are paid pennies, you live away from home for 3+ months, and it is fast paced. But when you are done you are an entry level developer getting interviews set up by revature. Check them out, it's not for everyone.
