Temp to hire

I am temp to hire and the company really want to make me permanent. But the pay is low for the avg in the city that they are located. I like what I do. How do I bring up a pay increase when they offer me the position? I don't know if I should bring up what the avg case manager with my experience makes in this city or bring the topic up in another way? Just curious what does everyone think?

Best way is a counteroffer from another company, come with data to show them why you think you're worth that much but be prepared for them to say no; negotiation only works if you're prepared to walk out the door if they say no

Id just bring up the average if what they offer is below it. Other options are to A. Get an offer and if they lowball you take that other offer or negotiate using it or B. Just leave because they didn't think you were worth it and is an employer that doesn't value employees even worth working for?
