Trump lost the trade war
US negotiators have been reduced to just trying to get back to the trade we had before the trade war and are no longer even trying to get structural changes in China that will stop the unfair practices and IP theft. Now the administration is focused only on things like how many soybeans China will buy, which is basically where we were in the first place with no gains. Ignore the bravado from the Whitehouse and look at the details of what they now say that want to achieve: they are just trying to avoid LOSING ground versus the status quo when the trade war began.

Look for yourself at the terms they say they are working out. NOTHING about reforms in China.
