No response from the recruiter after onsite interview at Uber ATG. Its been 3 weeks. Is it normal at Uber ATG that the recruiter would get back only if its postive?

Be confident and prepared with everything you have mentioned on your resume and make sure you understand the requirements of the position as mentioned in the job description.

I hope not. But I think it is also somewhere the responsibility of the hiring manager. At the end, hiring manager is the one who has to take a decision.
