That TC is low for software engineer 3. Are you sure it is a software engineering role or a senior QA role that is being sold to you as a software engineering job?
No, it is Software Engineer 3 role. I'm a new grad, so I guess the pay might be low and I didn't negotiate at all as it was my first offer

130k is base, 20k target bonus and 20k stocks
20k stocks per year right? Then your TC = $170k.

At Walmart stocks vest over four years so don't count that 20k so fast.
Walmart is a retail company. Their engineering is nowhere close to their prime competitor. Not much in terms of benefits. But, I do see , product management having a good time.
