It's usually director, i.e. manager of managers of workers. but given the top-down culture it's still not a leadership position.
Means they may not be that senior otherwise they would use "VP, Director, etc". The role is important enough that someone owns it but doesn't necessarily need to be part of actual leadership

Yes, I've personally seen a lot of people doing this just to inflate their ego. If they were really that senior, they won't feel ashamed at using Software Development Manager or Senior Manager. In a similar vein, goes Software Development Leader.

I plan to change my title to Hear of Xxx where xxx is the project I am working on. I heard that we can change title freely.
It’s actually quite simple. Head of is Snr Manager, yes, but with total strategic and budgetary control (in theory). It’s actually not the individuals that are at fault but the underlevelling in general within the company. I know a ‘head of’ that manages a team of 8 managers plus as more staff and a $50M budget. She gets offers for VP and Snr Dir roles elsewhere.
