What is a good answer to this? I am not decided on leaving my current job, I am also interviewing internally. I want to create options for myself, and think its important to be interviewing and receiving offers to know my own market rate. This question bothers me for some reason.

^ this is basically my default answer. I sprinkle in the " further growth in career" for good measure as well
New job is an amazing opportunity. Frame it around the positives of the new job if you want to avoid discussing why the old job may not be a fit any longer.
Career growth is the safest answer. Usually there are no follow up questions to that.
I always think if you are not growing and there is no path for you to grow, you should move on.
What typically say as I don’t just send a cv out of the blue: “Your recruiter contacted me. I’m happy where i am but intrigued about this opportunity. ”
In this scenario I usually say something like "I'm not really looking to make a change, I'm happy and challenged in my current role, but the position that your recruiter described sounds like an excellent fit and a great opportunity for me to make an impact"
“I’m just testing the water, I might not be leaving my current job”
Exactly what you wrote above except for the last sentence, maybe also the second to last.
