my employer is asking to join on H1B receipt. is it safe to join on the receipt and in case my H1B is rejected do i have 60 days grace period to reapply.

Don't join on receipt. With premium it takes 2 weeks. Negotiate with your startup. 2 weeks is reasonable.

But USCIS makes that determination.
I would recommend u to wait until your H1B approved. I've seen few cases of h1b rejection recently from very big employers
You don't get 60 days after h1b rejection. Your only option at that point is your old employer, that too if he has not revoked your h1b which he is supposed to do to stay compliant
