The goal is to remove the ability for the government to run these programs. If there are legal mandates on basic accommodations. And basic accommodations cannot be supplied, then the program falls out of bounds of the law and cannot continue to operate as it stands. This would require the government to find alternate suppliers at increased cost thus acting as a disincentive.
