It's American for working a second job, usually after normal working hours or on weekends.

No companies allow moonlighting if you are FTE

Some are realistically more flexible than others, assuming you're not working for a competitor.

This is false, some companies definitely allow it.

no. read the offer letter, no other work and no consulting either.

Uber leanhire Jul 21, 2022

Have you read your offer letter? It clearly states you can as long as it doesn’t interfere with your work schedule or performance and isn’t competing with block.

“Outside Activities. While you render services to the Company, you agree that you will not engage in any outside activity if it could interfere with your work performance or work schedule at the Company, or if it could result in an actual or potential conflict of interest or the appearance of a conflict of interest. Outside activities include (but are not limited to) other employment, consulting, serving on a board or in another advisory capacity, and volunteer activities. In addition, while you render services to the Company, you will not assist any person or entity in competing with the Company, in preparing to compete with the Company or in hiring any employees or consultants of the Company. Per the Company’s Outside Activities Policy, you must obtain written pre-approval from the Company prior to participating in any other employment, business or activity that has the potential to compete with the Company or the potential to create an actual or perceived conflict of interest.”

Your clipping here makes it seem like you don’t have to seek approval for outside employment if it doesn’t have a potential conflict of interest. But the Outside Activities Policy linked from the employee handbook seems to say you need approval for ANY outside employment: “Block, Inc. supports and encourages appropriate activities outside of your employment or engagement with Block. Outside activities include (but are not limited to) other employment, consulting, payment for services rendered, serving on a board or in another advisory capacity, teaching and course work, and volunteer work. Before you engage in any such outside activity during your employment or engagement with Block, Inc. or any of its affiliated entities globally (“Block”), your outside activity must meet the criteria outlined in this policy and you must submit a formal request to engage in the activity at go/oar for consideration by your Lead, your HRBP, Legal, and any other stakeholders as may be necessary. Additional requirements, restrictions, and/or considerations may be required for roles that are subject to regulatory requirements or for workers who are on a visa. “
