They can be based anywhere in the world but must hire within Canada. I'm curious to learn how many are under the radar. I presume any good bay area company would be willing to go there. I had an offer some time back from a stage F start up from bay area. I am at 15+ years of experience, both as an IC and hands on manager. I believe post negotiation, numbers were something like 215 base, 25% bonus and about a mil stock options. Strike price was like .3 so should still be worth 330k ish if materiaized

I don't know if your comment was with assumptions around bay area salaries, or you were aware of Canadian market in general. I had worked at some major companies in Canada. Barring some big names offering RSUs in wider ranges, it was hard to beat those numbers before director level offers
Slalom, Taos, Zapier, Etsy, Twilio, Plaid, Parkside financial, Hopper Average offers i got from the above was $130-210k Cad base + equity, so roughly $200-250 TC for the above. This was at the intermediate/Sr levels. However, large part comes down to your negotiation skills. I ended up with the following: TC: $300k ($225k base), 4 yoe, fully remote Edit* - companies above + excel sheet are all fully remote
