No, living cost is not higher. That was true 30 years ago. Portugal is much cheaper than any sensible location in the US.
The regional program is not $500k. It is $800k. Even though salaries in Europe may be lower, it is mostly peaceful and citizens receive world class healthcare for free.
Why not both? You make money and have a base in US then retire in Portugal, or contract for a US company and keep your American huuuuge TC

Be prepared for racism in Portugal. Portugal is not as welcoming of immigrants as US.
Portuguese historically faced a lot of racism when emigrating to wealthier European countries like France

Was in same situation last year, went with Portugal GV and already have my GV approved. I think it takes around 3-4 to get EB5 GC as well, you might as well go through employer.

Indian born here as well and waiting on US GC, if you are planning to work for few years, you can as well stick to GC with employer. I went with property route for Portugal GV, as there has been huge influx of GV applicants they have changed some GV regulations around property buying in Lisbon, Porto and coastal areas since beginning of this year.
Why can't you go to your home country and save on visa cost

I guess it depends how old you are, family situation and etc. If you are less than 10 years away from your planned retirement I think Portugal might be a good option. Otherwise I would go to the US, grind some years, and later retire in Portugal.
