It's too radical, but I agree to score less for people blabbering in meetings and asking unrelated/unnecessary questions all the time. Unfortunately that's one of the things valued in the tech industry though.

If they really care about using this method to improve the performance of employees, then the feedback should be provided both ways, i.e. CEOs and leadership should be rated anytime and anywhere by their reports for every action they take, and every word they say throughout the day.
It could have good intentions but it’s pretty company centric. Eventually people with no personal life stand out.
