They are critical to the team, but so critical that they are always busy, to the point of being unable to answer slack messages at all. Whenever I have work that relies on their guidance, I am blocked for a while because I cannot reach them. (they seem to email though, I should probably start emailing them instead, but i still don't know if i'll get any response) Very frustrating. Usually they just appear to be busy. Helping the team is one of their core responsibilities. If you are teaching out too much, look at yourself first, maybe you are the problem

Ideally you write your design on a confluence page, send out and invite to team including the manager, your present your design and get comments. After the meeting you address the comments and repeat. After 2 presentations, you break down your tasks and start implementation as per the design discussions.

Dude grow up. Tickets should be ready to pick up after planning session. That’s the whole point of said planning session. If your question is like how do I do this or which way I should do this, I assure you that you’re just still junior and do have a you issue
Had a similar problem, manager told me to always post everything in the group chat so it has manager level visibility and they have some incentive to react faster. Worked out well for me. These days I send one message through every means, one in the chat, one in the DMs one in email. They usually respond with a good reason and it doesn't affect anything

yes, it's a cross team effort so I guess I'll just have to learn to communicate more But design wise I just want their approvals before starting work

This is exactly what differentiates very smart engineers from the rest. This is the single most important skill for you to develop. If you can push through hurdles and find your own way amidst all the noise and chaos of a project, you immediately stand out. And this is the just important factor that will make you a senior sooner than others.
