What do you think it means? My 2 cents is that it's the semi conductor industry pulling another gov cash grab like they did under trump. Act like you're bringing jobs back, get grants, subsidies and tax breaks, then keep all the manufacturing in Taiwan.
Unfortunately semiconductors are a strategic industry and we absolutely need domestic capacity. China, Korea, Taiwan, etc. all poured massive amounts of government resources to kickstart their own chip industry, if that helps.
