Yup, first off it's ML, and NASA still has the "rocket science" reputation. IBM just means you didn't get a better internship.
My experience at NASA as an intern was I didn’t do shit and barely learned anything. Will depend on the team, but my vote is for IBM
Ask the other whether they can postpone for next summer.
NASA prob will look more impressive on resume. As an ex ibmer, ibm is a shithole. Dont go there.

I would take NASA. The hourly hurts but Internships are at their core not about comp and about helping you find a job. NASA will do that better then IBM. Just make sure you keep the momentum going or it will all be for nothing
