Have 20 year old cabinets that are good material but look dated. Is there any way to refinish it to modernize it? Or is it better to buy the new ones but with cheaper material?

Refinish. Replace hardware. Replace just the doors if the style is outdated. Solid wood wins over cheap crap every time. And the cheap crap will cost you a lot.
Is it hard to sand off? Line has lots of grooves so it’s not smooth? And do I need to spray paint? Is this DIY job or contractor needed?
It can be a DIY job but it takes some time and some skill and experience. If you don't have those, I would hire it out. I would NOT make my kitchen the project to learn on. If you want to do it yourself, start by buying a junk dresser or cabinet at a garage sale and refinish that. Then try something less risky like a bathroom vanity. Then when you feel comfortable you can tackle the kitchen. Tons of YouTube videos will walk you through the process.
Totally agree with not it, this is a DIY job to skip if it’s your first DIY project. I’d hire it out. Refinishing and painting are worth the money - there’s a reason professionals are paid the money they’re paid.
Refinish, light sanding and paint white as that is in now.
