Interviewers will understand it but for a resume screening, you may want to write something, for example a personal project, during that time on your resume.
Personal project: sending out resumes to hundreds of companies with personalized cover letters for each one, doing screenings with a handful that actually replied.

Was laid off on h1b. Would u recommend applying for h4 early or towards the end of 60 day grace period? Asking in case i get a job after 60 day and h1b transfer has to be initiated. I heard that the h1b transfer process has to wait until h4 is approved which could take a few months?
Nah. Just say some visa stuff meant you had to stop working while it got sorted out and now you're back. Interviewers won't care.
