ARM for PC is going to be the final nail in the coffin, it's a slow decline unless they catch up in terms of ARM processors or find another niche
It’s going to break up into foundry services and products+design. The former will be propped up by the U.S. govt and will never be allowed to fail. The latter however will survive or die at the hands of competitors. Some of their newer products use TSMC so you can see this happening already
