How does Netflix / Prime decide audio stream?

Do they always stream best audio stream (e.g. Dolby Atmos) possible to streaming device (e.g. TV)? And then TV down mixes it to what hardware (soundbar / AVR) can handle? (E.g. Atmos -> PCM) OR Streaming service maintains different audio streams (Atmos, PCM), and deliver what receiving device asks for? #netflix #primevideo #amazon #tech

Adaptive bit rate audio streaming is the norm, if that’s what you mean. A simplified answer is, yes, it recognizes your output device. So while you may have Atmos, the stream compresses it and it’s available regardless if your home set up can support. Video is the same way, with UHD/4K high bit rate streams and your device output.
