I have an offer from Raytheon with a 40% paycut. This is the only offer I have for now. Should I take this & continue interviewing or should I reject this & continue interviewing? Look at your options and take the best one. If this is the best you have then take it. Keep your other applications open so that you build other options.
I’d also say take it. One question that I have which is relevant to OP as well. If you take a job and keep interviewing. Let’s say 3-4 months down the line, you get what you are looking for. How do you justify such a quick move while interviewing?
Well if companies don't think twice before laying you off you can be bold enough to tell any interviewer who asks you this question. Us H1B folks gotta be street smart in order to survive in these terrains!

Companies like Raytheon have too much bureaucracy, you will have no work and all time to apply for other jobs while getting paid.
I thought Raytheon cannot sponsor? Anyway, Take it and keep the options open, a bird in a hand is better than two in the bush.
