Advice on hiring temporary react js developers

I need to outsource the construction of a mobile friendly website. Closest analogy is a simple Instagram. Max 15 possible pages/views. Backend work already done, no/little UGC. How do a determine if an agency or freelancer is trustworthy/capable and giving me a competitive rate? I know some react js already, but my skills are limited. Thanks!
