Spoke to an Amazon recruiter 1 week ago and she mentioned that there's a certain range for base pay for each level and once you are at the max base pay for your level, you will not get merit yearly increases unless you get a promotion to the next level. She says she doesn't want to offer me max in base, and is available to negotiate in stock/bonus because if she gives me max base, I won't cross that base unless it's a promotion. For example, if i'm an L4 SWE, the max base pay for this level is 160k USD. If she offers me 160k, it means i'm at the max for my level and during the yearly review, I will not get any merit increase because i'm already at the max for my level. This. Do not come in at L4. You'll just be wasting time because your promo clock will basically start from scratch and it could take 1.5 to 2 years to get to L5. Try to come in at L5 now.
