If you are fully remote, you can remain remote. Some orgs will be reviewing their remote people though to see if it still makes sense. Rough numbers of 65% need to be in the offices on a given day. I would images L8s will get their metrics they have to report on in their MBRs.

Im part of a sales org, I was relocated from one state to another in 2022. I was hired as a virtual employee, but did get aligned to an office at my new location during the move. My manager indicated they are trying to get me recategorized as virtual again. The signal from my org is that we are distributed field teams and have been since long before COVID. My manager feeling the need to try to get me changed back to virtual signals to me that logic might not trump all in the RTO plan, and it's possible I would still need to go into my local office alone 3x per week come May. Recruiters are the least likely to remain virtual. Recruiters are a dime a dozen and we’re not even hiring

Read the guidance. It's pretty clear, if you can read conditional statements well. If you were hired virtual and that was based on VP approval, that remains valid until it doesn't... Because leaders are free to change their mind. If it didn't come from VP approval assume it's invalid and you'll be seeing an office to RTO to assigned I phone tool in coming weeks. Regarding relocation package, if that existed at time of offer and you just delayed relocating,you will now be obliged to honor previous relo stipulations and begin process soon. If VP opts against your location or decides best to co locate... Welp tough luck.
