I think so. The PERMs are being reviewed rn started the entire green card process around the end of 2021 or end of 2022, when the market was still very good

The number of PERM applications filed in FY2023 is higher than that of FY2022, and is also higher than that of FY2021. So the effect might not be shown in the near future. However, the number of PWDs are decreasing recently, so it's possible that the number of PERMs in FY2024 would be lower. That's not true. It's slower right now.
No. There were layoffs in the end of 2022 and beginning of 2023 in tech, but somehow PERM processing time only increased (and takes around 11-12 months, during COVID it was 8-10 months). If layoffs didn’t improve processing times, I don’t believe that current situation changes anything.
I think DOL intentionally slowed down PERM processing because of the layoffs in IT.
