Any team hiring software engineers?

Asking this for a friend who is is looking for openings in backend development and distributed systems. He works as a software engineer for a startup company in the west coast. He is a very able candidate. The only caveat : he missed the h1 b ( work visa ) lottery twice and has just more shot at it. I hear some recruiters are hesitant because of this. His current company has no presence elsewhere except in the States and they are not well positioned to help him out. Hence the need for him to seek employment elsewhere. Need all your feedback to help this guy chase his dream !
