Anyone changing job on h1b receipt? Is it safe to change?

I have been waiting for my h1b transfer for few months now and still have not got approval. Is it safe to change employer on h1b on receipt now a days? Are employers willing to wait? In my case I missed sept 11 by a week and now I am stuck. I keep fearing losing offer(No communication from employer about this though)
