The decision was made by shareholder voting. Why would he take pay cut voluntarily?. Besides he got several double digit bump in his pay YoY over last several years

Executives salaries are heavily stock based, so they get pay cuts if they don’t layoff. Layoffs are for savings their own salary.
Apple unlike other FAANGs didn't over hire during COVID.
