Apple. Manager gave a verbal return offer but now recruiter is pointing to other issues.

I interned at Apple this summer and my manager told me that I’ll be returning fulltime after my graduation. I was supposed to have an official offer by now. But my recruiter recently told me that they are having some issues and they are trying to connect me to managers from other teams. Has anyone been in this situation before? How should I proceed?
For people currently at Apple, is you team looking for a new grad? if so, can we please talk?
I worked as a SWE in Siri.

    Common for Apple. Have experienced this first hand myself. After verbal offer, no offer. Its a company of dinosaurs.

    Maybe manager left or doesn't have headcount. Neither would be surprising. Sorry :(

    Might be worth trying to get a written offer asap next time. I know some people in my undergrad who had already signed FTE offers in October of senior year.

    Apple having internal issues is common. Happens in all companies. And yes those issues can affect job offers.
