It's signon, I guess bonuses cannot be guaranteed upfront.
Sign on can go way higher. Was offered $75k for ICT4. Eventually got them to bump to ICT5 for base and RSU bump. For bonus they should give you a target percentage. Usually 10% for ICT4.
To be honest it's a fair offer. You just need to make sure they cover any unvested stocks you'd lose.
Fair offer. If I were you I’d negotiate just a tiny bit, maybe sign on bonus. Don’t push too hard and risk it.

30 - 50K higher than what you have. I’ve seen way higher approved though. Pay bands here are weird. It depends on the org, how much they want you, competing offers, etc.
