This is an ICT4 offer. You can push the base a bit and the RSU can go up too. IMO it’s not worth fighting for the base if the HM doesn’t want to budge, I would focus on moving up the RSU to 160k.
After negotiating, recruiter increase the base salary, but not doing anything for RSU, response I m getting is RSU is fix for this position , any suggestion how to ask for more RSU

I'm 8 yoe and was given something similar but base wasn't as high as yours and signing bonus was only 20k and I had other offers too. They just wouldn't budge at all. From talking to other Intel folks that received Apple offers this past year, this seems like the best you'll get. Apple knows Intel doesn't pay really well and that you're desperately trying to leave there. I've had friends that got offers from Apple that were much higher but they came from other companies. I can tell you that ICT3 at apple make around the same as a new person in grade 8 at Intel. I'd say take the offer your career is dead at Intel anyway.
Which team did you join?
The only chance you have of getting this changed is either have a FB or Google hardware competing offer don't think anyone else will pay you more than this. Your final resort could be sharing just Intel rsu numbers and telling that you get more, if you don't get then you have no option you like it or not
Why do you think this is a low-ball offer? For QA ICT4, this looks typical.
This is not a good offer by any means. I was offered 130k/95k/30k for 3.5 years experienced in Austin Apple. I know people who got almost similar as you with 4 years experienced in bay area. This is typical ic3 offer

Ask for ic4.. say you have 9 years experience. 160k base , 160 rsus is possible for ic4 easily. This offer looks like ic3
