San Diego va Bay Area seems like it will make a bigger difference than the companies. Pick based on that

Depends on quality of life. Most prices other than housing are likely roughly the same. Just look at your housing costs and after tax income. Should be straight forward.
If you want to have career options go with Facebook. If you want to stick to same company and afford better housing San Diego
If you want to make awesome products that touch peoples heart join Apple. They are the ones who work for betterment of human kind by making technology simple and available to everyone. If you want to peek into other's personal life join Facebook. They are just evil scumbags who have no ethical or moral values. It is Apple vs Facebook. It is good vs evil. It is making good products for customers vs making customers as products. It is respecting privacy vs destroying privacy.
The Bay area has no shortage of opportunity but that's about all it's got. With a family at that TC, housing will be prohibitive and the commute long. All the money in the peninsula yields surprisingly shit restaurants and virtually zero arts and culture that punctuate an endless drab office park. In San Diego you'll have a better opportunity to find a home you'll enjoy, more reasonable commute and a fun culture but without those Valley bona fides or networking. It really depends on who you are and what you want. I'm trying to get out of the Bay Area because housing is impossible and I'm no type-a.
250k in SD will provide a really good quality of life. If you feel good about your career growth prospects within the team down there, go for it

Fb unless you want to just iterate with existing hardware. FB for most part still in the innovation phase and I expect to see many more devices be it hit or miss
