I have following offers Apple - senior data scientist ict4, Salary -185k base, 200k stock vested over 4 years, 20k sign on. Location - Austin Johnson and Johnson - Principal data scientist, 195k base, 20% annual bonus, No sign on and stocks. Location - NJ Merck - Associate director, commercialization analytics. Salary- 190k base, 16% annual bonus, 60k stock vested over 3 years. Location - NJ I have phd and 7 years of DS experience in non-tech and 4 years of experience in tech as a DS/RS. Thinking though the pros and cons of these offers. Not sure whether it’s worth moving to non-tech to take up higher level data science roles. Any thoughts or suggestions?

Did you tell Apple that you have competing offers at higher level? Given your work exp and having PhD, you should ask them for ict5 and if negotiating tell them you have base offer as 210k and having more stocks
I would go with the best title. It will allow you to do lateral switch easily.
