USA salaries currently a FAR above anywhere else for SWE. Canada, Europe, India etc all make peanuts relatively speaking. But are we really worth it? Nothing. Companies are already doing this. Also, this is an old topic that has been discussed a million times.
They have been, in a vicious cycle. They see that the cost to manage these outsourced employees is ridiculously high, and then go back to hiring domestic.

When going by number of hours worked (which isn’t necessarily a measure of impact) Americans work a lot for a developed country. Strictly from a biz perspective taking a 3-4 week vacation is almost unthinkable. Yes we have maternity leave and the like but in general Americans work a lot compared to the rest of the world. Combine that with productivity and a very skilled workforce and you really get shit done in comparison.

On a productivity/cost basis I’m not so sure the US wins out… or even expensive US cities like SF/NYC vs. elsewhere in US if paying based on COL
I can only speak about HW development, but our colleagues in EU aren’t half as productive as us. Their designs suck, they are mired in bureaucracy, and have a very lazy attitude towards work. Never in a minute early or late. Constant vacations, endless deliberations instead of an attitude to ship products.
Let's ask this question to ourselves... where does most of the tech invention happen and why? If people here had the same mental model and work ethic as most other countries, we wouldn't have made so much progress in tech in the last 15 years or so. Imo!
European salaries are only slightly lower than American. But European SWEs generally are superior.
Salaries in specific places like Zurich maybe. Europe as a whole is much cheaper though. As far as one region's SWEs being better than another, I think that's just false.
European salaries aren’t the only cost. Often times the payroll taxes/contributions are higher, plus the productivity costs (more sick days more vacation days, fewer hours worked, on call costs…). Then the cost of layoffs are higher, risk is higher, etc. When it comes down to it I’ll bet Europeans are on par with their American counterparts, they could even be more expensive.
