Attended interview @ MS (Azure CXP) a few weeks ago. I had to keep calling the recruiter to get an update. He neither sends you an update nor responds to emails. Whenever I called, he would go "I was just typing an email to you" or "I was about to call you" or some BS. He never said it's a no-hire or anything like that. If the recruiter is like this, I can't imagine how the team that this recruiter is representing would be. I finally gave up.
No, some are good some are bad This is the case with recruiters at every company and the recruiters are seldom a good representation of the engineering teams.
It probably means they’re still considering you but have offered someone else first. If they decline you might get the offer. Patience is a plus. At least they didn’t say No outright. Don’t blame the recruiter.
It’s either a No, or they don’t have the funding.
There are many other reasons why a recruiter may not reply or have results. As I said if you offer your first candidate you may keep a second one warm. Your dichotomy isn’t accurate.

Hire. As I was driving home on Friday after the interview, he called to say the team was really impressed and will have an offer by Monday. I think I actually received the offer on Tuesday.
