Speaking as a contractor (through a consultancy), Depends on the company, both who we work for and who we are contracting with. Ceiling can be high especially when we have saved difficult projects, but some have got burned and dislike all contractors.
Contractors get treated like crap. Consultants get some level of respect for their skills. That's why recruiters try to spin open ended body shop contractor jobs as true defined scope project consulting.
Contractors should not be treated poorly, but they must be treated differently otherwise you run into dual employment law issues.
