Back in 2020, it seems like most managers had no say in who got let go. No one was safe, not even top performers. Companies just ripped apart departments to lower operational costs. Didn’t care who it was. Now it seems like managers have a say in who gets let go from their departments. They seem to be more targeted. Any managers out there have insight on this? Did you know layoffs were coming and did you have a say in who stayed?
To answer your last two questions -: no and no.
In many cases, they are. I've noticed multiple times that most of the folks laid off are the bottom of the stack. A few good ones do get snagged too, but it's all about the stack rank
