If an employee isn't wise and uses the company's email box, or when he uses gmail and they decipher his gmail traffic, or if they take screenshot of the employee's computer and send it back to the headquarter and see the email. What if under any of the above circumstances, the company's security department or some department (intelligence department?) found out he is talking to another company or to a competitor about interviewing there, then how are the manager or the manager's manager notified to "prepare" that he may be leaving / working for a key competitor, or not to tell him any important future plans?
I generally don’t care until they get an offer. I then may consider countering if it’s a top performer (5/5) in our scale.
By the point that they’re looking elsewhere and received a competitive offer, how often would they accept your counter? I know if it were me, I’d need another 10% on top to even consider it. Even then it’d probably not be enough to balance out the “cost” in that my employer knew I was looking elsewhere and am not fully committed.

Companies are built with the assumption that you leave. Just chill and don't make it obvious until you have an offer. But explore internally if salary is not the reason you are moving.

long long time ago before Internet got popular in 1995, I had to use the company's email to talk to some companies about interviewing there... (they were key competitors), then I felt the vibe of the manager and the manager's manager being different.
I’ve had the same vibe at a previous company that my messages were being read. Very very coincidental that a very specific topic was brought up the day after I discussed it. Had a chat about how the manager was stuck in the old ways and liked to keep information to herself. Next day she mentioned a topic similar to it but being more open to share information
