Blind messaging hiring managers?

I keep seeing Linkedin and recruiter-influencers promoting the idea that we should be messaging hiring managers if they're offering a position we're interested in. Have you had experience with this working? Have you been the target of it? How did you feel about it?

This is that whole soft skills and selling thing. If you're just gonna send some non-specific "hire me because I'm cool" message, it'll probably be neutral or bad. If you can figure out something genuinely interesting or helpful to say to this person, then it might help a little or a lot. And keep in mind, every other bozo is trying the same thing.

Your last sentiment was why I was pretty resistant despite the urging of some well meaning family. As a hiring manager I felt weird about direct messages. Thanks for your input! Also, this is a little eerie, but I was looking at a ServiceNow posting right before I came back to this page. Coincidences make me feel tingly.
