Yes RTO started this week. But I'll say not all has returned. I'll be surprised if you tell your HR that you are uncomfortable and they force you to return.

I am only coming once a week. May be later twice a week. My manager so far has been ok and our department head is also very flexible
Went once this week and I hated every aspect of it. Stupid masks, stupid dividers,attending meetings with masks on. Hated the subway; the commuter trains weren’t terrible. But hated spending 2 hours back and forth. Stupid shit all the way down. I was a ton more productive in the office for that day though. And I kind of anticipated doing it again. Like I didn’t want to do it. But being more productive in the office seemed appealing to me. Like I have undiagnosed ADHD and I get distracted easily. Something about being in the office helped focus for that day.
If you care about wfh don't even consider bbg. We will be all forced back..
Team has been very flexible, encouraging you to stay home if you don’t feel comfortable coming in. Tbh I think the higher ups in my area do want to stay home as well.
The main thing is attrition is up, specially in engineering. So they can’t afford to take any drastic measures. The tone from management has changed a lot in past few months, it started with we must come back to office in March, to we can come back in office in September, and now anyone who wants to come in can in October. We lost really good people in past few months thanks to this myopic behavior from higher management.
So the engineer gets to decide whether to come in or not? Not dependent on team?
It depends on your management chain. Mine is pretty chill but some others have been slowly tightening the screws Imagine once a decent threshold is hit throughout the company I'll suffer the same fate
3/5 days encouraged, but many have declined to come in citing reasons that they’re uncomfortable or similar. No particular days stated, can be any 3 or 2 if it works better for you. IMO the plan long term is to get everyone back full time but they don’t want to push it and drive attrition
What are they doing inside the offices to stop the spread?
Masks on when you’re away from your desk, everyone gets tested weekly, we all have plastic dividers around our desks. Maybe other things I’m missing
